The President of the Republic has promulgated the Government’s decree revising the Legal Framework for Urbanization and Building (RJUE) and amending the Legal Framework for Urban Rehabilitation, in a measure considered strategic for simplifying urban planning procedures and increasing housing supply in Portugal.

The revision of the RJUE aims to reduce bureaucracy, accelerate licensing procedures and provide greater predictability for families, investors and real estate operators, creating better conditions to build, rehabilitate and place more properties on the market.

The main changes include:
• simplification of urban licensing procedures;
• reinforcement of prior communication procedures for certain operations;
• reduction of administrative deadlines;
• greater digitalization and streamlining of processes;
• increased accountability for developers and technical professionals.

According to the Government, these measures are intended to respond to the urgent need to increase housing supply and boost the construction and urban rehabilitation sectors.

The newly promulgated revision represents one of the most significant changes to Portugal’s urban planning framework in recent years, with a direct impact on real estate development and the execution of new housing projects.
